1. Call to Order at 1918h2

2. Approval of Minutes from December 5, 2023 Meeting. Motion by Bill and second by Bob. Approved.

3. Treasurer’s Report and 2024 Budget:

2023 Year end financials reviewed. Nancy noted that there were expenditures from 2023 that we have not yet been invoiced (Mr. Chen for fencework, Reserve Study, grounds). They will now come out of 2024 budget.

Budget for 2024 discussion deferred to next meeting when Doug and Garycan be included in the discussion.

  • Expenses: 39,679
  • Contribution to Reserve fund: $15,000
  • Adjusted Net Income: $13,181 This offset the -$13,326 from 2022.

4. Administrator’s Report

33 Members to pay. 2 delinquent accounts remain from 2022. Four reminder emails have been sent.

941 Heacock has sold but homeowners have yet to pay fees. The sale closes on Feb. 17, 2024 so Sheyleen will contact lawyers, and copy our lawyer, for buyer and seller to determine who will pay the fees. If payment is not forthcoming a lien will be applied to the property before closure of the sale onFeb. 17, 2024.

Sheyleen advised the Board that she has been receiving abusive e-mailsfrom some homeowners who have not yet paid. In light of the abusive nature,we will issue final invoices by mail. We will not hand deliver. If payment is not received by April 1, 2024, penalties will be applied and outstanding accounts willbe forwarded to the lawyer for collection letters. Homeowners are responsible for all legal costs associated with collection.

5. Existing Matters

      A. Retrofit to fence at Eagle Ridge Pointe and Eagle Ridge Place

A letter has been received from Tim Cartmell and the City ofEdmonton. The City will not assume any responsibility for the fence as it resides on private property. The City would provide orange snow fence as a deterrent to wildlife.

Discussion was held regarding revisiting quotes. Larry suggested the Board seek the quotes. He also suggested consideration of a special assessment to cover the cost of the preferred retrofit.

Bob has looked at the fence and the sample retrofit. He spoke ofusing angle iron as a simpler and more cost efficient ‘fix’. He will do a further assessment and seek a quote for this type of retrofit. Larry requested that the metal be powder-coated, however, that is not possible on-site and is prohibitively expensive. It was noted that the fence has been spray painted before, so the powder coat is not the current finish. Discussion was also held on painting the entire metal fence this year, if we go ahead and install some sort of metal top piece that would require spraying anyway. A starting quote will be obtained by Nancy.

       B. Updates - Reserve Fund

Leon will invite Shay Ergil to the next Board meeting to review the report.

6. New Business:

A. Payment of HOA fees - covered under Administrator’s Report

B. Neighbourhood Watch Information Session:

Session was held onFeb. 2, 2024. Approximately 28 people attended. Most were from Eagle Ridge although posters had been put up in River Ridge and The Ridge CommunityLeague had advertised it on their website and social media.

Thank you to The Ridge Community League for providing the space free of charge for this event. The Neighbourhood Watch committee will continue to pursue more information sessions and programs for Eagle Ridge (i.e. Door Sticker Program,Walk Your Block).

It is noted that ENW and the City did install an additional sign at Eagle Ridge Place. We now have them at all entrances.

C. Bylaw Review:

Discussion regarding the need for a bylaw review, particularly as it pertains to the ownership of the perimeter fence and the responsibility for maintenance and fence replacement.

Sheyleen made a motion that the Board seek a contact for outside counsel to provide clarity on perimeter fence ownership - wood and metal. Bill seconded. Carried. A request will be made to Gary for possible contacts for this item.

D. Potential Dates for AGM:

We will look at possible availability at Riverbend Library for the last week of May. The rent is considerably less than the community league, however, that is also a possibility.
